The County of Maui, State of Hawai‘i, FEMA, and local officials will coordinate with the US Army Corps of Engineers to offer a Government-sponsored Debris Removal Program. Maui County residents and businesses whose properties were destroyed by the wildfires can opt-in to the Government-sponsored Debris Removal Program to ensure their property is cleared of hazardous materials and debris. To obtain service through the Government-sponsored Debris Removal Program, a property owner must complete a Right-of-Entry (ROE) form to allow these agencies to clean up their property.

Right-of-Entry

To be eligible for the government-sponsored clean-up of private properties, the property must contain a destroyed structure of at least 120 square feet or greater. Property owners must complete a Right-of-Entry (ROE) form to allow the US Army Corps of Engineers and their contractors to access their property to conduct the debris removal.

In exchange for the debris removal performed through the Government-sponsored Debris Removal Program, the property owner agrees that any insurance proceeds in their homeowner's insurance policy designated for debris removal will be collected. Property owners are not required to pay additional money to the government agency other than designated debris proceeds in their insurance policies. In no event shall the amount of insurance proceeds paid to the government agency exceed the costs charged by its contractor. In the event a property needs additional debris removal after the government agency's contractor has completed the removal under the ROE, all expenses incurred by a property owner for such additional removal will be paid first, and the remainder (if any) will be turned over to the managing government agency.

Get Right of Entry Support at the Resource Centers

Right of Entry Collection Centers are available for in-person submission of ROEs. At these centers, staff is available to assist owners by answering questions, suggesting resources and starting the application process.  Army Corps staff with special knowledge of the debris removal process will also be available to answer questions. 3. Debris Removal

Once a Right-of-Entry (ROE) application has been reviewed and approved by the County of Maui, the ROE will be transferred to the US Army Corps of Engineers (USACE) for processing and scheduling.

Several factors determine when a lot will be scheduled for debris removal. To maximize efficiency, USACE will schedule their work based on priorities set by the County.

Debris Removal Issue Resolution Process

If property owners encounter an issue during the Debris Removal Program, they may engage with the U.S. Army Corps of Engineers Issue Resolution Process by contacting their Call Center at 877-214-9117. A USACE team will walk you through a series of questions to complete Issue Resolution documentation. The team will review the issues presented, your Right of Entry form, a Site Assessment and other relevant information. If needed, the team will engage in other data collection such as a site visit and or interviews. Please note, the Issue Resolution Process is case specific and thus response times may vary. USACE appreciates your patience and understanding.

Debris Clean-up Viewer

Once the County of Maui approves your ROE, it is transferred to the US Army Corps of Engineers (USACE) so they can begin debris removal operations. Before being reflected on the USACE Debris Removal Status map, USACE conducts various pre-debris removal assessments of your property and addresses any hazardous site assessment issues. Once Pre-Debris Removal work is complete, your property will appear on USACE’s map.

4. Debris Removal Closeout Package

Once the US Army Corps of Engineers (USACE) has ensured that all fire-related debris has been removed from your property and soil testing meets standards, contractors will return to install erosion control methods. USACE will then report to the county that your lot is cleared. The county will provide you with a closeout package and notify you that your property is safe and ready for rebuilding.
